Drivers of Ban on HFO in the Arctic – The Norwegian Case highlights the drivers behind Norway supporting the decision to phase out heavy fuel oil (HFO) in the Arctic and analyze the drivers from an economic, political and environmental perspective.
These drivers are studied through analyzing Norway’s sustainable development trends in regard to the maritime sector in general, rather than focusing explicitly on the phasing out of HFO. This in order to create a holistic picture of Norway’s role as a maritime nation, and its sustainable development strategies. The goal of this report is to identify drivers that can be relevant in a Russian context, and therefore contribute to Russia adapting a global leader role in phasing out HFO in the Arctic.
